How Razzo turned analytical models of the Brazilian labor market into a public platform used by students, administrators and policymakers across the country.

We built Monitor de Profissões, the public platform that brings together, in a single place, the data on occupation demand, the skills the market requires and the professional training available in Brazil. Razzo took over a project that was behind schedule, rebuilt the architecture and put the platform live on a gov.br domain.
The challenge
Monitor de Profissões grew out of a Technical Cooperation Agreement between the Ministry of Education and ABDI — the Brazilian Agency for Industrial Development — with the technical and scientific work carried out by FIA, Fundação Instituto de Administração, inside a federal program that also involved the Ministry of Labor and Social Security.
Razzo came in as the technology partner, contracted by Kaptiva for the technology layer and responsible for the architecture and construction of the public platform. The analytical models came from FIA; the system that would carry that knowledge to the public was our work.
The program's goal was ambitious: to map and anticipate the occupations and skills the Brazilian market demands — and to cross that against what the education and training network actually offers. The analytical intelligence already existed. The challenge was elsewhere:
A volume of data that would not fit in a report.
Thousands of occupations, each with its own tracks of competencies, abilities, technology requirements and market indicators. No static format could carry it.
Mandatory integrations with official databases.
The data had to talk to government sources such as the INEP databases, following federal standards for security, usability and interoperability.
A project already behind schedule.
A previous supplier had compromised both the timeline and the architecture. Razzo came into a recovery scenario, not a blank page.
A non-technical end audience.
The platform would not be used by data analysts. It would be used by students deciding what to study, by public administrators designing policy, and by schools planning which courses to offer.
A statistical model nobody can navigate does not become public policy.
What we did
We took technical leadership of a project already under way and rebuilt the foundation the platform rests on — from the architecture to the integrations with official databases, through to the interface the public uses.
Rebuilt the architecture.
We took technical leadership of the system and rebuilt its architectural foundation to support the volume of data, the required integrations and continuous operation in a government environment.
Built the integration layer with official databases.
We built the connections that pull in and keep current the data coming from official sources, within the federal government's security and interoperability requirements.
Designed the navigation and visualization system.
We designed and implemented the interface that consolidates the national labor market records into a single point of public consultation — letting anyone move from a broad question (“what should I do with my career”) down to the detail of a specific occupation, the skills it requires and where to train for it.
Delivered within federal standards.
Compliance with the accessibility, security and gov.br publication requirements, including the program's formal acceptance procedures.
The result
- A federal launch with three ministries taking part (ABDI, the Ministry of Labor and Social Security, and MEC).
- Coverage of thousands of occupations, with data on demand, skills and training supply.
- State-level replication: the model was adopted by the State Government of Rio Grande do Sul in its own version, launched in February 2025.
- Continued use as a public reference for career guidance, education supply planning and professional qualification policy.
In official channels and the press
Why this case matters
Razzo does not build institutional government websites. It builds the system the decision rests on.
On this project, the difference between a well-made technical study and a public policy that actually reaches people was, literally, the software layer. That is what we built: the bridge between a sophisticated analytical model and a citizen who needs an answer in three clicks.
